The State of West Virginia, Office
of Emergency Services, continues to build its emergency
preparedness capabilities by adding another Hackney
tractor/trailer to its growing fleet of Hackney regional
response team vehicles. The delivery of this Hackney
TU1582 USAR trailer provides the Regional Response
Teams the capability tohandle most any type of disaster
involving entrapments due to explosions or other structural
collapses (buildings, mines, trenches or mass vehicular
crashes).
The 37-ft tandem axle trailer features
15 separate compartments with roll-up doors, plus
a lower transverse belly compartment just forward
of the rear axles. The tractor is capable of moving
a 35,000 lb. payload around the steep mountainous
terrain of West Virginia safely and expeditiously.
The tractor is a Freightliner M2-112 with four-door
cab and powered by a Caterpillar C-13, 410 hp engine
and Allison 4000EVS transmission. Five individual
air suspension seats are provided for comfortable,
safe transportation of the strike team members.
Director Neal Sharp, Steve Rogers
(State Strike Team Coordinator) and their teams spent
many hours with Hackney engineering staff designing
the layout to ensure every piece of equipment was
accommodated in pre-planned locations. The aim of
the project was to provide immediate and safe access
to each piece of equipment from ground level.
Three (3) lower transverse belly
compartments are equipped with two-way slide trays
rated at 1000 lbs. each permitting access to equipment
within the trays from either side of the trailer.
This includes the stokes baskets, long air shores
and long shoring pads/struts. A fold-down ramp is
installed on the left and right side forward tall
compartments for safe movement of the heavy wheeled
Stanley hydraulic power unit with breakers and portable
welders and cutters.
PacTrac vertical slide-out tool
boards, 40" deep) provide easy access to medium
to short air shores in quick-detach brackets and hand
tools. Air bags are stored in vertical slots specifically
sized for each air bag. All other compartment space
is filled with adjustable slide/tilt trays and shelving.
The two rear tunnels are designed for shoring panels
and 12-ft timbers of various dimensions. See drawings
for further details.

rescue tools, air bags, etc. Note transverse slide
tray with long air shores. Ramp will be used for loading
and unloading portable welder and cutter. The tractor
and trailer is fully multiplexed providing advanced
function capability and reduction of wiring harnesses
between the tractor and trailer. All DOT marker lights
and tail lights are LED.
A 20kw Onan hydraulic generator
provides power for the light tower with six (6) 900
watt MagnaFire lamps with multi-directional capability;
four (4) 900 watt MagnaFire flood lights on the upper
sides of the trailer; two (2) MagnaFire tri-pod lights
on the front of the trailer; two 240VAC cord reels
with split circuit junction boxes; multiple interior
and exterior outlets; and 110V fluorescent lighting
in all compartments.
A PTO driven, 185 cfm rotary
screw air compressor is installed on the tractor providing
air for industrial air jack hammers, air knives and
other high volume air tools.
