Washington County Fire Rescue serves a rapidly growing industrial and residential community on the west side of the Appalachian Mountain range between Bristol, Tennessee and Abingdon, Virginia. It also serves the I-81 corridor and US Highways 11, 19 and 58.
The combination paid and volunteer department must respond to all types of incidents ranging from highway accidents, hazmat spills, confined space rescue, high angle rescue and medical. They needed a single vehicle that could handle all these type incidents. Due to the massive storage capacity of a Hackney, the apparatus committee chose the Hackney DF0973ADS mounted on an extended cab Freightliner M2.
A roll-up door was installed behind the driver and officer providing exterior access to bunker gear and medical equipment. Space above the exterior cab compartment, on the interior, is utilized for placement of portable radios and maps.
To facilitate a single apparatus highway incident, the apparatus features a 300-gpm pump with a FoamPro 1600 proportioning system and a 250 gallon poly water tank. Two 1” booster reels provide rapid discharge capability.
A 25,000 watt PTO generator is installed inside the lower left front compartment to protect it from road salt spray. It powers four upper side body flood lights, two tripod flood lights mounted on the rear of the body, two front body telescoping flood lights, cord reel, Trimo hydraulic power unit and multiple interior and exterior power outlets.
The entire vehicle is multiplexed providing user friendly operations, diagnostics and technical information through the console mounted color VISTA control panel. A graphics display is provided showing cab and compartment doors open. A textual message scrolls across the bottom of the screen providing information relative to NFPA 1901 light and buzzer alarms. No more guessing what the alarm is sounding. The same display provides diagnostics information.
Warning systems include Q2B and electronic siren speaker and air horns in the bumper, LED traffic advisor, and all Whelen LED upper and lower zone warning lights. Compartments feature recessed LED vertically mounted lights that provide lighting above and below and shelves and trays.
10,000 lb NFPA 1901 compliant receivers are installed under the rear bumper and forward of the left and right rear wheels. They accommodate a 9,000 lb. Warn winch. A 15,000 lb. Warn winch and hydraulic hose reel are permanently installed in the front bumper.

Air shores are mounted on a slide-out rack that extends fully out of the 40” deep compartment. Note tool board in front of water tank.
The rear extrication tool compartment carrying all hydraulic tools, electric saws and air chisels. Note the hydraulic hose, utility air and electric cord reel in the top of the compartment. A slide-out captive roller assembly permits deployment down either side of the apparatus. The electric awning deploys rapidly for use as a rehab station and during inclimate weather.
